The City of Eugene Employee Resource Center (ERC) has a full-time employment opportunity for a positive, creative, and collaborative individual who thrives on analysis and research. This position is responsible for providing highly complex analytical and technical assistance in the daily administration of employee benefits. As an ERC Benefits Analyst, you will support the work of the Benefit and Wellbeing Program by providing critical analysis of health insurance underwriting and proposals, producing cost and risk exhibits during collective bargaining, supporting contract and policy administration, completing regulatory filings, and assisting with issue resolution and day-to-day benefits administration. The ideal candidate will have experience in employee benefits or health insurance, advanced Microsoft Word and Excel skills, and be detail oriented, flexible, and inquisitive. The Benefit and Wellbeing Program is dedicated to ensuring empathetic customer service in an extremely fast paced regulatory environment with a high workload.
The Employee Resource Center (ERC) is a division within the Central Services Department of the City of Eugene. The ERC Benefits Analyst will work as part of a team delivering comprehensive Benefit and Wellbeing resources for the City's dynamic public service employees.

Salary Range: Management Analyst: $38.84 - $50.49 hourly/$80,787.20 - $105,019.20 annually. The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6% of base salary, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% of base salary contribution to a deferred compensation program if the employee contributes at least 1% of salary.
Bilingual Pay Benefit: This position qualifies for up to an additional 5% of base salary for bilingual pay. Please see “Supplemental Information” at the end of the posting for more information.
Duties may include, but are not limited to, the following:
- Provide overarching program level support and liaison with vendors and Third Party Administrators. Ensure full and timely resolution of escalated issues in program area, including claims, process, and communication issues. Administer employer functions.
- Support development of program goals and policies related to benefits and leaves. Implement, coordinate, and administer a variety of projects and activities, and coordinate with other departments and/or jurisdictions. May function as project manager.
- Assist with contract and policy management. Perform a variety of program administrative duties such as preparing, coordinating, and overseeing program agreements, contracts, and Requests For Proposals. May update and develop handbooks, forms, training materials, and employee and supervisor communication.
- Interpret and apply City policies, union contracts, insurance policies, and State and Federal laws and regulations related to employee benefits in determining and implementing an appropriate course of action.
- Research, interpret, and apply complex Federal, State, and local laws and regulations, City policies, union contracts, and insurance policies. Monitor proposed legislation and policies for impact to organization. Assist with monitoring program area activities for compliance.
- Collect, collate, and interpret data. Provide research, reports, cost estimates and summary documents for committees and bargaining teams. Develop and perform audits related to employee benefit and leave programs. Respond to surveys.

MINIMUM QUALIFICATIONS:
Experience:
Two years of professional experience or four years paraprofessional experience in benefits, health insurance administration, or a related field, and current advanced computer experience.
Six months supervisory experience preferred. Experience in health insurance or benefit TPA management and contracting, benefits software systems, and complex Word documents and Excel spreadsheets preferred.
Education/Training:
Equivalent to a bachelor’s degree from an accredited college or university, preferably with major course work in in the area of employee benefits, public administration, business administration, communications, or a related field.
Relevant professional level experience may be substituted for educational requirements on a year for year basis.
Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis.
Oregon Driver’s License (ODL)
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
