Summary

We are looking for a qualified and experienced individual to join our Human Resources team who will under general supervision; plan, manage, and coordinate the entire recruitment lifecycle of vacant and new positions in the agency.

Essential Duties

Collaborates with department directors and managers to identify and draft detailed and accurate hiring plans, criteria & expectations.   Responsible for understanding the job posting and advertisement requirements to ensure recruitment goals are met.  Identifies effective avenues for outreach. Ensures job postings are “fresh”, easily accessible and accurate on all identified recruitment platforms. Researches, recommends and advocates for new and innovative best practice recruiting methods and strategies based on the position, industry standards, and the needs of the agency.

Screens applications, pre-screens candidates and identifies qualified candidates to advance in the recruitment process.  Maintains consistent communication and responds to candidates’ questions in a timely manner.  Maintains accurate, complete and timely records and reports in the applicant tracking system.  Provides subject matter expert recommendations for enhancements in applicant tracking systems and tools.  Ensures accurate & timely reporting from the applicant tracking system.

Recommends interview strategy and leads hiring manager in preparation of interview questions and other hiring and selection materials.   Assists with the interview process, ensuring proper hiring practices are adhered to while conducting interviews with managers, directors, and other internal and external stakeholders.

Collaborates with the hiring manager and/or other human resource staff during the offer process, while trying to meet agency and candidate needs in salary, start dates, and other pertinent details.

Ensures compliance with federal, state, and local employment laws and regulations, and agency policies through the recruitment process.   Adheres to diverse and equitable hiring practices.  Performs regular audits of recruiting to ensure compliance.

Develops and maintains yearly recruiting strategy and goals for building strong candidate pipelines into existing and future roles.   Collaborates with marketing to develop campaigns & materials to support existing and future recruitment.  Attends and participates in job fairs, recruiting workshops, recruiting networks and outreach events.

Provides New Hire Orientation to all employees and coordinates with various stakeholders, including but not limited to: Training, Payroll, Benefits, IT etc. and new hires to provide the necessary resources and tools to ensure their success.

Adheres to recruitment budgets and expenditures for recruitment ad placement purposes, forecasts and plans for upcoming and future recruitments.
 
This position reports to the Human Resources Director.

Qualifications

Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record.  Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities: 
 

  • a current Decision-Making Leave or higher in the Safety category
  • more than two held customer complaints 
  • more than four unscheduled absences
  • more than two late reports
Education and Experience:  Bachelor’s degree in human resource management, industrial relations, public administration, business administration or a closely related field; three years of increasingly responsible recruiting experience; including two years’ experience working with an applicant tracking system or equivalent combination of education and experience.

Preferred Qualifications:  
  • SHRM Certified Professional or HRCI Professional in Human Resources certification
  • SHRM Talent Acquisition Specialty Credentialed
  • Experience with NEOGOV applicant tracking system
  • Experience with recruiting on digital platforms (LinkedIn, Indeed, etc.)
  • Experience in public sector or transit recruitment

Supplemental Information

Salary Range:  The range for this position is $6,775 - $9,112 per month, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($6775).  Employees typically progress from Step 1 to Step 2 at six-months from their hire date and annually thereafter with satisfactory job performance. Step increases are based on a seven-step progression in each pay range with each step being approximately 5% higher than the previous step. Kitsap Transit additionally pays longevity pay at 15 years, 20 years and 25 years.
 
Benefits:  Full-time employees receive a generous benefits package including subsidized medical insurance and fully paid dental insurance for employee and dependents, as well as disability insurance and life insurance.  This position participates in the Washington State Public Employees’ Retirement Plan with the option of participating in a state administered deferred compensation plan. Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period. Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.

Hours of Work:  Work is conducted during regular business hours, Monday through Friday. May require occasional evening or weekend work.

Working Conditions/Physical Requirements:  Positions in this class typically require: Dexterity of hands and fingers to operate a computer keyboard and other equipment, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.   Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Requires travel to other KT locations for testing and interviews and occasional travel to job fairs, conferences and meetings.
