Accountant
General Description:
This position promotes the College’s mission through policies, procedures and collaborative efforts to ensure timely and accurate financial reporting, student accounting, processing of accounts payable and disbursements, and payroll operations. Ensure that all operational accounting records of the College are recorded and maintained in within Commonwealth Accounting Policies and Procedures (CAPP) guidelines, Virginia Community College System (VCCS) policies and procedures, and any other applicable State or Federal law or regulation. This is an entry to mid-level position.
Duties and Tasks:
Provide technical accounting services and management of all funds (more than $300 million) administered by Northern Virginia Community College.
This position takes care of the requisition, disburse and project cash needs and balances twice weekly for Federal and State financial aid programs (totaling $125+ million in FY 2022)
Manage the accounting for all locally disbursed college funds ($15+ million) which includes the preparation and issuance of accounting and financial reports and reconciliations to show the budget status of funds disbursed
Process Peoplesoft batch – WEB, QuickPay, Cash and Check, FACTS and Financial Aid refunds to students and (4) provide budgeting and accounting advice and assistance to the faculty and staff from all six campuses.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
Required KSAs:
Knowledge and understanding of Federal and State requirements for requesting, disbursing, accounting for and returning unspent financial aid funds.
Thorough knowledge of the Department of Education Blue Book regulations – Volume 4 – Financial Operations and Program Integrity and Volume 5 – Managing Federal Funds.
Thorough knowledge of the Department of Education Federal Student Aid Handbook regulations.
Thorough knowledge of GAPP, GASB, FASB standards, and other applicable governing standards pertaining to accounting operations, and financial reporting.
Ability to understand and implement VCCS and college accounting principles and procedures for operating the local funds AIS check writing accounting system, and the business processes of the VCCS Peoplesoft student information system.
Ability to program reports to extract data from the accounting systems and generate reports on the results of program operations for use by program heads, the Accounting Manager and the Director of Financial Aid.
Exhibit strong business acumen and professionalism to work closely with the internal business partners as well as external business partners.
Ability to prioritize work in a multi-task environment and work independently as well as to work as part of a team.
Ability to analyze accounting operations and make changes to automated procedures to make operations more effective, efficient and timely.
Ability to analyze overlapping disbursement requests, make timely decisions on whether to disburse funds and respond on a timely basis to fund inquiries.
Ability to effectively supervise subordinates.
Demonstrated Customer-First attitude/behavior and the ability to be a team player committed to the strategic and operational direction of the College.
Advanced working knowledge and skills in the use of spreadsheets, data manipulation and presentation.
Advanced proficiency with Microsoft Office suite including Excel, Word, Visio, Access, and PowerPoint.
Minimum Qualifications:
Associate’s Degree in Accounting or related field; OR an equivalent combination of education, training, and relevant experience.
Some experience as an accountant .
Some experience with advanced ERP systems such as Peoplesoft or Oracle.

CPA or active CPA candidate
Sarbanes-Oxley, Agency Risk Management and Internal Control Standards (ARMICS), or other financial accountability experience .
