Surveillance Systems Unit Supervisor (WEDSS and Syndromic Surveillance)
The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting the Surveillance Systems Unit Supervisor, within the Office of Health Informatics (OHI). This position will be located in Madison, WI and will primarily work Monday-Friday with daytime hours. This position will be expected to work from the 1 W. Wilson St. office building a minimum of 2 days per week with the opportunity of 3 days remote work as well. This schedule may vary based on training or operational needs.

Position Summary
The Surveillance Systems Unit Supervisor is responsible for supporting the data systems that comprise the Wisconsin Electronic Disease Surveillance System (WEDSS) program and the syndromic surveillance program which includes the Wisconsin data housed in the National Syndromic Surveillance system. This position is responsible for:
- the operational, financial and personnel activities of the Unit
- ensuring that system components meet identified business needs
- working collaboratively with other managers and technical and business partners
- enhancing the capacity of state, local, and territorial health departments to effectively detect, respond, prevent, and control known and emerging (or re-emerging) infectious diseases or other emerging health conditions of interest with technology solutions
- developing and implementing DPH and DHS policies, procedures, standards, and guidelines with respect to syndromic surveillance and WEDSS
- tracking emerging technologies, researching the functions and uses of new electronic disease surveillance systems, establishing and maintaining connections between systems, and developing functional requirements to make enhancements.
Salary Information
The starting salary is between $46.00-$55.00 per hour (approximately $95,680-$114,400 annually), depending on qualifications, plus excellent benefits. This position is classified as a IS Supervisor 2 and is in pay schedule and range is 70/02. A 12-month probationary period is required.
Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience in a leadership or supervisory role performing duties such as leading a multidisciplinary team, reviewing work of others, hiring staff, disciplining staff, training, etc.
- Experience working in public health or a public health related field.
- Experience with project or program management (e.g., planning, monitoring results, change and quality improvement projects, recommending alternative processes, implementation, evaluation, etc.).
- Experience presenting complex or technical information in a variety of formats (e.g., verbal briefings, presentations, trainings, written reports, etc.) to both technical and non-technical audiences and key decision makers.
Well-qualified applicants will also have one or more of the following:
- Experience with federal grant administration including developing work plans, implementing requirements and standards, budgeting, and reporting.
- Experience providing IT support for any public health surveillance system or registry.
- Experience using or supporting WEDSS.
- Experience using Electronic Surveillance System for the Early Notification of Community-Based Epidemics (ESSENCE) or working with syndromic data.
